We are a heavy civil and substation utilities construction company primarily working in Northern California, the Central Valley, and the Bay Area.

Job Overview:

The Construction & Business Operations Manager provides strategic leadership and operational direction to enhance company performance. Under the guidance of the CEO, this role integrates construction management, business execution, financial performance, and team leadership to achieve organizational goals. The manager ensures that all departments—from estimating to project delivery—work in harmony, delivering high-quality outcomes for clients while maintaining profitability, compliance, and alignment with company values.

Key Responsibilities:

Leadership & Strategic Execution

  • Execute the company’s business plan, achieving or exceeding P&L and performance goals.
  • Lead, manage, and hold department leaders accountable to commitments and deliverables.
  • Develop and implement company-wide processes that promote clarity, focus, and alignment across all departments.
  • Act as a key partner to the executive management team, translating high-level goals into structured operational plans.
  • Ensure effective communication across all levels of the company, keeping staff informed and engaged.

Construction & Project Oversight

  • Supervise daily operations across all construction and field activities.
  • Oversee project estimating, delivery, cost control, invoicing, and forecasting to ensure on-time, on-budget performance.
  • Review and audit project financials to drive profitability, minimize under-billings, and ensure positive cash flow.
  • Monitor compliance with safety protocols, quality standards, and legal obligations.
  • Represent the company in resolving contractual and compliance issues with clients, vendors, and subcontractors.

Financial & Operational Management

  • Manage performance against the authorized annual budget; ensure responsible spending across departments.
  • Generate and analyze monthly work-in-progress (WIP) and financial reports for internal use and bonding purposes.
  • Contribute to corporate finance strategies, pricing structures, and long-term planning.
  • Support business development efforts, including identifying opportunities, attending industry events, and maintaining vendor and client relationships.

Team & Culture Development

  • Foster a culture of teamwork, morale, and motivation by setting clear performance expectations and creating development plans.
  • Maintain and refine the organizational chart in alignment with company growth and goals.
  • Lead employee performance management, including feedback cycles, formal investigations, and disciplinary actions if needed.
  • Develop and update policies and procedures that support company goals, compliance, and operational excellence.

Qualifications:

  • Degree in construction management, business administration, or related field; or 15+ years of proven leadership in construction and business operations.
  • Heavy electrical and civil experience is a plus.
  • Experience in developing and executing business strategies that yield measurable results.
  • Strong command of corporate finance, project forecasting, and budget management.
  • Expertise in construction operations, estimating, scheduling, and project management workflows.
  • Proven leadership with the ability to inspire, guide, and hold teams accountable.
  • Entrepreneurial mindset with strong analytical, organizational, and problem-solving skills.
  • Excellent written, verbal, and public speaking skills.

Physical Requirements:

  • Primarily office-based with regular site visits and occasional travel.
  • Must be able to sit, stand, and use computers for extended periods.
  • May require light lifting, walking job sites, and interacting with field personnel.
